The WEEE (Waste Electrical and Electronic Equipment) directive sets minimum levels for recycling and establishes a recycling, recovery and reuse program for EEE waste, including all components, subassemblies and consumables which are part of any electronic product at the time of discarding.

Financing for the collection, reuse, treatment or disposal of WEEE will be provided by the producers, who are also required to register with the European Union and report sales data so their market shares can be accurately calculated. Producers must then make arrangements to finance the collection and recycling of WEEE allocated to them in accordance with their calculated market share. As well, retailers will be obliged to provide ‘take-back’ of WEEE, free of charge, to end users, and ensure that WEEE collected is delivered to a designated collection facility for treatment and recovery.

In addition to its stance on recycling, the WEEE directive encourages the design and production of electrical and electronic equipment, which considers and facilitates the dismantling and recovery of WEEE, their components and their materials…Which gave way to the RoHS directive.

Implementation and Compliance "Member States shall bring into force the laws, regulations and provisions necessary to comply with this directive by 13 August 2005. They shall immediately inform the Commission thereof." - WEEE Directive
Member states are required to implement systems and regulations for the collection and treatment of WEEE, as set forth in the WEEE directive, by August 13, 2005. These regulations will be enforced in England, Wales, Scotland and Northern Ireland by the respective environmental authorities.
